ICTCE: Automated assessment of individual skills in the workplace

The use of information and communication technologies is less effective in improving the approach to managing individual skills in the workplace. Automating evaluation management, the adequacy of specific skills offers with the job profile is not yet widespread in the labor market. Their introduction in Burundi will facilitate the evaluation of performance contracts in public institutions recently initiated by the burundian government.

Although information and communication technologies are at the origin of upheavals in the professional world, their use does not improve the approach to managing individual skills in the workplace. Software developers are mainly interested in the administrative aspects of the institutions’ missions. Their products are to address more concerns about administrative than human resources management. To my knowledge, the automation of evaluation management, the adequacy of specific skills offers and the job profile is not yet widespread in the Burundian labor market. Their introduction in Burundi would facilitate the evaluation of performance contracts in public institutions recently initiated by the Burundian government. It is up to young developers and operators to get involved in order to also contribute to the project of digitalization of public services in a global way.

Indeed, technologies allow interconnected staff to work in networks. At this time, staff have the option of exchanging electronic documents through the telephone, computer or other electronic means made available to them. Therefore, the assessment of one’s skills should be automated, hence the need to put on the market software that meets this technical aspect.

All this would start from a frank dialogue between the personnel managers of the institutions and the IT specialists, in order to move away from the logic of the computerization of services linked only to the search for production. Starting from a strong cooperation between the IT specialist and the human resources officer, two sensitive aspects can lead to the improvement or discovery of new means of personnel management. In particular, it concerns the distinction between the storage and dissemination of knowledge and the mapping of skills and professions that serves as a support for knowledge management. This mapping will greatly assist the developer in his planning plan for the production of software capable of automating the assessment of individual skills in the workplace.

ICT Center of Expertise encourages young software developers, inspired by this article, to innovate. They can benefit from his management. However, as such achievements are not yet a reality in our country, economic operators can already think of providing the country with such software to enable the efficient execution of the project of development of public services based on performance contracts.
